Gladstone Energy and Ammonia project – draft terms of reference for an environmental impact statement
Overview
Queensland's Coordinator-General invites you to have your say on the draft terms of reference (TOR) for an environmental impact statement (EIS) for the Gladstone Energy and Ammonia project.
Prepared by the Coordinator-General, the draft TOR sets out the matters to be studied within the EIS. You are invited to comment on whether the draft TOR adequately covers all the matters Australian Future Energy Pty Ltd (AFE), must address when preparing the EIS.
About the project
The proponent, AFE, proposes to develop the $1 billion Gladstone Energy and Ammonia project. The project components include a coal supply system, an above ground coal gasification plant, a gas processing plant, an ammonia processing plant, a combined cycle gas power generation plant and utilities and ancillary infrastructure. The above ground coal gasification plant is designed to convert up to 1.5 million tonnes per annum of coal into ammonia, synthetic natural gas and electrical power.
The proposed project site is located on Lot 57 on SP257848, 185 Landing Road, Yarwun, approximately 15 kilometres north-west of Gladstone, within the Gladstone State Development Area.

You can read the draft TOR here or view a hardcopy of the application at one of the following display locations between 24 November 2018 and 21 December 2018 during the venues' business hours:
- Gladstone City Library, 39 Goodoon Street, Gladstone
- State Library of Queensland, Cultural Centre, Stanley Place, South Bank, Brisbane.

What happens next
After consultation closes, the Coordinator-General evaluates all properly made comments received on the draft TOR, then issue a final TOR to the project proponent. The proponent then has 18 months to prepare a draft environmental impact statement in accordance with the final TOR.
